U.S. Military Intelligence Service Language School

On Nov. 1, 1941, the Army established the Fourth U.S. Army Intelligence School at the Presidio of San Francisco to teach the Japanese language to Japanese-American (Nisei) soldiers to use in a possible conflict with Japan. War broke out in December 1941, and in 1942 the school was moved to Minnesota and renamed the Military Intelligence Service Language School (MISLS). Almost all of the 6,000 wartime graduates of the MISLS were trained in Japanese.

In 1946 the MISLS was moved to the Presidio of Monterey. It added Russian, Chinese, Korean, Arabic and six other languages to its curriculum, and was renamed the Army Language School (ALS) in 1947. The size of the faculty and student classes and number of languages taught increased throughout the Cold War years.

Different service language schools were combined in 1963, when the ALS was re-designated the Defense Language Institute, West Coast Branch (DLIWC), with its headquarters in Washington, D.C. The Navy school became the Defense Language Institute East Coast Branch. The Air Force programs were phased out by 1970. The U.S. Air Force English Language School for foreign military personnel at Lackland Air Force Base, Texas, became the Defense Language Institute English Language Center.

During the Vietnam conflict the need for Vietnamese language training was so great that a special branch, the Defense Language Institute Southwest Branch, was established at Biggs Air Force Base near El Paso, Texas. This branch was phased out in 1973, but not before DLI had exposed more than 20,000 servicemembers to the Vietnamese language.

When the U.S. Army Training and Doctrine Command was established in 1973, DLI was placed under its control. In 1974, the DLI headquarters and the East Coast Branch merged with the West Coast Branch at the Presidio of Monterey. In 1976, the English Language Center was separated from the rest of DLI, and the school at Monterey became the Defense Language Institute Foreign Language Center (DLIFLC).

MAYDA CRUZ, Spanish instructor, Associate Professor

‘Three powerful forces, the Vatican, Pan American Airlines, and the U.S. State Department joined together in 1961 to save 14,000 children from being kidnapped by a Caribbean dictator. One of these children was MAYDA CRUZ, now a Spanish instructor at DLIFLC.
Soon after Fidel Castro seized control of Cuba, rumors spread that the new government was aligned with the communist government in Moscow, and children, ages five to 16, would be taken from their homes and indoctrinated in Moscow.
Operation Pedro Pan was a Catholic Charities program that was established to save these children from Marxist-indoctrination.
After diplomatic relations with Cuba broke in 1961, the U.S. State Department waived visa requirements for children coming from Cuba. This enabled the children to travel by commercial flights to Miami.
On the Cuban side of the water,Mr. James Baker, the headmaster of an American school in Havana, organized a Harriet Tubman-like underground railroad made up of Cubans and expatriates who helped the children escape from Cuba. Cruz, then eleven years old,was one of the 14,000 children who had to leave her home country. “I got on the flight and kids of every age were all crying. I was crying and everyone was nervous. This was a traumatic experience,” Cruz said.
Many families in Cuba believed that this would be a temporary solution and that they would also gain visas to join their children. But at this young age, Mayda only understood that her parents were sending her away. “Once you enter into customs, it is all glass. I could see my parents on the other side, and I was hysterical. I remember that I was crying so hard,” Cruz recounted.
“I always had the mind-frame, ‘I am going home, I am not worried about my parents coming here because I am going home.’ But as the years went by I started to embrace the new country and my thoughts began to adapt and change,” said Cruz.
On the other side of the 90-mile gap between Havana and Miami was the Catholic Charities representative which organized the children’s evacuation, provided a large school/foster care infrastructure, and offered the opportunity for the children to live free lives.
“There was an older lady at the airport in her 50s or 60s,” Cruz recalled. “She had a sign that said ‘Catholic Charities’ and she took us to our new home – little houses designed for 24 girls and a foster couple who took care of us,” Cruz said.
With only one phone call allowed to parents per week, not only was physical communication limited, but so was emotional communication. “Your parents were not telling you that they are not coming. Every conversation was like a little code, telling us about the situation in Cuba,” she said.
Cruz, did not see her parents again until she was a university graduate and a married woman. “Seeing my mom was moving, but at the same time I had grown independent and was not used to the Cuban way of life,” said Cruz.
Eventually Cruz found her way to DLIFLC. “I met a Soldier and married him,” she said. When her husband was stationed at Fort Ord, Cruz was able to find work at DLIFLC. “In 1991, I started working at DLI. I have been here for the past 19 years,” Cruz said.
The Undergraduate Persian Farsi school teaches language by employing highly educated native speakers as instructors.’

Press TV has talked with Michel Chossudovsky, Director of the Centre for Research on Globalization in Montreal, to get his opinions on the role of the Israeli regime in the ongoing foreign-backed unrest in Syria.

Press TV: Mr. Chossudovsky, today we have Israel threatening Moscow possibly with force. How does Israel play into this equation and how much physical involvement can we expect from Israel?

Chossudovsky: Well, first I should say that Israel is supporting the insurgency. In other words, it is supporting al-Qaeda in Syria.This is not known to public opinion. Through the Golan Heights, it is supporting terrorist units of al-Nusrah, which are fighting the Syrian government.It has logistics, weapons supplies, Israeli vehicles going into Syrian territory; it also has a hospital facility for the rebels located in the Golan Heights.

So, in effect, right from the outset Israel has been involved in supporting the various factions, the so-called Islamist factions, which are, as we know, mercenaries trained in Qatar and Saudi Arabia.

So, in effect, we have to ask ourselves who are the main military actors in the Syrian war theater. The al-Nusrah rebels, which allegedly represent the opposition, are supported by the Western military alliance and Israel.

These are the foot soldiers of the Western military alliance and they are waging a war against the Syrian people.

Now when the European Union decides to lift the arms embargo, what they really have in mind is to channel military aid to this mercenary force, which is supported by foreign powers.

That is a very different position to that of Russia or Iran for that matter, which provide military assistance to a sovereign country to a government through bilateral agreements.

In effect what we are also dealing with is Western and Israeli military aid channeled to a terrorist entity, which is illegal under the international law but it is also in violation of the US’ anti-terror legislation.

Press TV: Mr. Chossudovsky, recently US senator John Kerry went to Syria via Turkey. How do you interpret this visit?

Chossudovsky: Well, John Kerry who is secretary of the state, is actually in blatant violation of the US’ guidelines on anti-terrorism.

There is an anti-terrorist list, there is a list of terrorist organizations, which is made up by the State Department and John Kerry is negotiating, interfacing, with representatives of that terrorist organization and the same thing is true for John McCain when he crosses into Syria or the same thing is true with the former ambassador to Syria Robert Steven Ford, who is also supporting these terrorists.

So we have to distinguish between military aid through official channels, from government to government, which is what the Russians are providing to Syria on the one hand, and the type of assistance which Israel, Britain, France, the United States, are channeling to an illegal organization (according to their own criteria).

So in other words these Western officials should be arrested on anti-terrorist charges because they are in violation of international law.

Press TV: Despite the fact that the European Union has lifted the arms embargo on Syria, how optimistic are you that the Geneva II talks would bear fruit and resolve the Syrian crisis politically?

Chossudovsky: Well, I think that the Western leaders are, in effect, attempting to build peace and democracy by threatening war. Essentially that is what they are doing, heightening the threats, channeling weapons to the terrorists,

Incidentally those terrorist have been decimated by the Syrian Armed forced, so in effect the Western military alliance is in a dead end.

So, they are now considering all the options

Bilderberg 2013: Member of the European parliament Gerard Batten

The question what exactly is discussed at Bilderberg should be a concern to both the left and the right

Member of the European parliament Gerard Batten has raised the alarm on Bilderberg, stating he has written all major mainstream media outlets in the UK as well as submitting a freedom of information request for the Hertfordshire police commissioner asking who is paying for the expenses of all this policing.

“The next meeting of the Bilderberg group is to be held in England. The location is thought to be the Grove Hotel Watford from the 6th to the 9th of June.”, Batten stated, continuing to point out that there is in place a code of silence in regards to the annual confab. Batten:
“These annual meetings are summits of the most wealthy, powerful and influential people in the world of politics, finance and business. The biggest mystery surrounding them is why the mainstream newspapers and broadcasters have chosen not to report on them since 1954. However in the internet-age their existence can no longer be kept secret. I’ve written to all the mainstream press and TV in the UK, asking them if they intend to report on this meeting- and if not, why not.”
Batten’s point is well-placed. There has indeed been a deafening silence on the part of the mainstream press when it comes to the most secretive of summits. He rightly pointed out that the alternative media is reluctantly doing the mainstream media’s job- the first increasingly reporting on Bilderberg where the latter remains silent.
Under Nigel Farage’s leadership the UK Independence Party has recently won an enormous victory in the British 2013 local election, coming in fourth in the number of council seats won, and third in projected nationwide votes. This latest victory for the party adds additional weight to Batten’s words, making it harder for the mainstream media in the UK to persist in their stalwart silence. In adition to questioning the mainstream media, Batten also announced submitting a freedom of information request directed at the Hertfordshire police:
“I’ve also submitted a freedom of information request to the Hertfordshire police commissioner, asking on what basis the policing is being provided, and who is paying the bill. I very much look forward to their responses.”
As do I, as my request directed at the Hertfordshire police commissioner is still pending under log number 2013/000159, although on April 16 I was told my information request was “currently receiving our attention”.
On the other end of the British political spectrum, Respect MP George Galloway has also commented on the coming conference, rather loosely asking himself “What did Watford do to deserve the descent of the Bilderberg ghouls amongst them?”
The question what exactly is discussed at Bilderberg should indeed be a concern to both the left and the right. Although the Bilderberg group itself claims “no resolutions are proposed, no votes taken, and no policy statements issued”, former Secretary General of NATO and two-time Bilderberg participant Willy Claes admitted in 2010 the participants are expected to implement conclusions that come out of every conference. After every sub-conference at Bilderberg a report is compiled, after which “the participants are then obviously considered to use this report in setting their policies in the environments in which they affect,” Claes stated. Bilderberg founder prince Bernhard even stated in the following interview (3 minutes onward)): “there could be issued an idea… that everybody liked, and that idea is then launched.”

As UKIP’s representative in the European Parliament stressed, the most worrisome aspect of Bilderberg is that the mainstream media has up to today uniformly kept silent about it.

The presence of Syrian National Transitional Council head Bassma Kodmani at the 2012 Bilderberg conference clearly indicates that power brokers at the elite confab will be discussing the effort to topple President Bashar Al-Assad and install a NATO-friendly administration in the violence-stricken country.

Kodmani is the Head of Foreign Affairs with the SNC, a coalition of Syrian opposition groups based in Istanbul, Turkey. While at the Bilderberg meeting she will be in the company of the likes of former Secretary of State and accused war criminal Henry Kissinger, warhawk Richard Perle, and Thomas E. Donilon, National Security Advisor for the Obama White House.

Having overseen numerous wars during his tenure in the White House, Kissinger is a staunch advocate of so-called “humanitarian” interventions. Before last year’s toppling of Colonel Gaddafi, he advocated a U.S. ground invasion of Libya.

During last year’s Bilderberg conference in St. Moritz, Switzerland, members discussed expanding the war in Libya. Four months later, Gaddafi was killed and the country was under the control of NATO-backed rebels and the National Transitional Council of Libya.

Kodmani is a darling of the establishment, having written op-eds for the New York Times calling for the overthrow of Assad. In recent months her position has become increasingly hardline and pro-NATO intervention. In January she called for “greater militarization of local resistance or foreign intervention.” Kodmani has also called for Syria to form an alliance with Israel.

Hostility towards Syria from the international community has intensified in recent weeks, particularly after last weekend’s massacre in Houla which was blamed on Assad’s forces despite the fact that eyewitnesses in Houla said opposition rebels were responsible for the slaughter, which killed 108 people – mostly women and children.

On Thursday, Secretary of State Hillary Clinton said the Houla massacre will be used to build an international consensus for military intervention. “Every day that goes by makes the argument for it stronger,” she said while addressing Danish university students.

This followed U.S. Ambassador Susan Rice adopting a more hardline approach following a UN Security Council meeting. “Members of this Council and members of the international community are left with the option only of having to consider whether they are prepared to take actions outside of the Annan plan and the authority of this Council,” said Rice.

US Secretary of Defense Leon Panetta has repeatedly stated that Congressional authorization for a military assault on Syria will not be sought by the Obama administration, which considers NATO and the UN to be the supreme authority.

In June last year, President Obama arrogantly expressed his hostility to the rule of law when he dismissed the need to get congressional authorization to commit the United States to a military intervention in Libya, churlishly dismissing criticism and remarking, “I don’t even have to get to the Constitutional question.”

Channelling weapons into the country would likely set the scene for an even deeper and long-lasting civil conflict with very uncertain regional consequences (particularly given the indeterminate nature of many of the country’s armed groups). Though unarmed civilians continue to bear the devastating brunt of the crackdown, expanding and supporting armed resistance would invite even wider violence. Moreover, unless foreign backers were prepared to provide artillery and air capabilities, arming the opposition is unlikely to change the balance of power. It is more likely that arming the opposition may further empower the regime by discrediting the opposition among Syrians still on the fence, while also providing justification to the regime (and its international backers) to continue using violence. Finally, air strikes remain deeply problematic because of both Syria’s strong Russian-supplied air defence systems and the complexity of a battle that is largely unfolding in urban environments.
All of these options, though opening the possibility of an eventual rebel victory, do so by enabling a wider militarisation of the conflict that is likely to be long and painful for much of the country’s population…’

Oxfam reaction to EU failure to extend arms embargo on Syria beyond August

EU Foreign Ministers failed last night to extend the EU arms embargo on Syria as it stands. They

decided, however, not to lift it before August 1st and set a number of conditions.

In reaction, Oxfam’s Head of Arms Control, Anna Macdonald, said:

“Oxfam is disappointed that the EU will not extend its arms embargo on Syria as it stands. Ministers sent out mixed signals. What was needed was an unequivocal stance that the EU will do everything it can to stop the bloodshed and prevent a deadly arms race in Syria, which would have devastating humanitarian consequences.”

“We welcome the EU’s willingness to prioritise the pursuit of a political solution and its strong commitment for human rights and international humanitarian law. However, European governments should be using their influence to secure a halt to international arms transfers from all governments to any warring party in Syria.”

“This decision does not give the green light to any member states who want to supply arms to groups in Syria. As clearly laid out in the EU Common Position on Arms Transfers, any transfers must be subject to full risk assessment procedures against the risks of arms being used for violations of human rights and humanitarian law.”

Oxfam has been advocating to bring the arms trade under control for more than a decade and played a crucial role in the campaign to secure a robust Arms Trade Treaty. Under the new treaty – which was passed by majority vote at the UN in April this year and opens for signature next week on June 3 – arms transfers must not be authorised where there is a major risk the weapons will be used to commit violations of human rights or international humanitarian law. Both European countries and all other 156 states that voted in favour of this landmark treaty need to live up to its principles.

Moscow Strongly Criticizes EU Decision to Lift Embargo on Weapon Export to Gunmen

The Russian Foreign Ministry said that the EU decision to extend sanctions on Syria and lift the embargo on the weapons sent to the Syrian opposition could push the conflict in Syria to more of armed confrontations.

“At this complicated and important stage related to the implementation of the Russian-US initiative, it is very important to abstain from any measures or statements which would be misunderstood by the Syrian sides,” Alexander Lukashevich, Spokesman of the Russian foreign Ministry said in a statement on Tuesday.

He added “we can’t understand the logic of the EU decision to expand the economic siege against the Syrian people for an extra 12-month, while excluding the weapons sent to the Syrian opposition.”

Gatilov: EU Decision Won’t Find Positive Basis for Conference

In a relevant context, The Ministry called on all foreign active sides, including the EU to enjoy the spirit of responsibility and prevent from taking steps that might complicate launching dialogue between the government and opposition in Syria.

“The EU decision to lift the siege on exporting weapons to the Syrian insurgents won’t really create a positive basis for the efforts exerted to organize an international conference on Syria,” Gennady Gatilov, Deputy Foreign Minister said in a press statement.

Russian President Advisor: the Decision Wouldn’t Contribute to Preparing for the Conference

Meanwhile, Media Advisor to the Russian President Dmitry Peskov affirmed that the EU decision won’t contribute to preparing for the international conference on Syria due to be held in Geneva next month.

“Such steps and other similar ones like the latest visit of the US Senator John McCain the border regions wouldn’t contribute in any case to preparing for the international conference for which a lot of sides seek to fulfill,” Peskov said in a statement from Bishkek in Kyrgyzstan.

He added that such behavior couldn’t be understood. 

Ryabkov: Main Obstacles Facing Int’l  Conference is the Syrian Opposition’s Disunity

Russia’s Deputy Foreign Minister Sergei Ryabkov expressed his country’s disappointment over the decision of the European Union to lift the embargo imposed on sending weapons to Syria, stressing that this decision will negatively affect the international conference on Syria.

At a press conference today, Ryabkov added that this decision opposes the policies of the EU itself and does not help in reaching a political settlement, highlighting that this decision violates the international arms trade treaty.

He said that no one can blame Russia for sending weapons to Syria, adding that these weapons are bound to the legal authorities in the country.

“Russia considers the EU decision to lift the embargo on sending weapons to the armed opposition as wrong,” said Ryabkov, stressing that it is not acceptable to seek an end of violence in Syria on the one hand and follow the path of escalating the issue of weapons flow to the country on the other hand.

The Russian official pointed out that the basic issue that hinders the international conference on Syria is the disunity of the “Syrian opposition” and its inability to dispatch high-level representatives to the conference.

He added that “The Syrian government is resolved to send a delegation with full powers to hold negotiations at this potential conference…The Opposition should also name its representatives that are entitled to participate.”

He considered that Russia and the US have not yet been able to bring close their positions on holding “Geneva 2” conference, saying that “Moscow does not accept holding this conference at the time when some potential participants are trying to impose external solutions on the Syrian people.”

“We can’t say that a thorough understanding has been formed on the part of the Americans on the fact that there is no alternative to working with the opposition forces in Syria to have the Syrian opposition groups send a high-level delegation that can make decisions at this conference,” said Ryabkov, stressing the importance of inviting Iran to the conference.

Ryabkov said that sending Russian S-300 anti-aircraft systems to Syria constitutes “a stability factor” that prevents having foreign forces interfering in the “conflict”.

Such steps, Ryabkov added, contributes to “deterring some “hotheads” in studying the scenario of internationalizing the conflict with the participation of the foreign powers which don’t oppose this idea,” stressing that Russia does not intend to reconsider its position in this regard.

He reminded that the sending S-300 anti-aircraft systems is being carried out according to a contract that was signed between Syria and Russia five years ago.

Les services secrets extérieurs allemands (Bundesnachrichtendienst, BND) ont radicalement révisé leur estimation de la situation en Syrie, dévoile le Spiegel Online [1].

Alors que, sur la foi d’officiers supérieurs déserteurs, ils prédisaient jusqu’ici une chute rapide de Bachar el-Assad, ils annoncent aujourd’hui sa victoire avant la fin de l’année.
